If you've never seen the beautiful figures made by Hot Toys, then you are missing out. You also don't know how much they cost, so you are lucky a collection hasn't taken a chunk out of your bank account like it has mine. Anyways, there are some people who buy these figures and sell them off piece-by-piece on ebay. This is lucky for people like me, who want to spend some money but not all. Also, Bucky's Civil War figure was in his leather getup from the second half of the movie; don't get me wrong, it's a beautiful sculpt and some crazy detail, but when I watched the movie, I liked his incognito outfit better. It was more "Bucky" than "Winter Soldier," which is the way he is trying to live his life at this point and time. Anyways, I also know about a little website called monkeydepot.com. They sell primarily gear for custom 1/6 military figures, but they have full figures you can buy as well as pieces off of Hot Toys and other brands.
My oddest find in this whole project was that I actually used makeup after I applied some acrylic to the head-mold. See, he came with his raccoon makeup from CA:WS and he doesn't wear that at all in CA:CW. The before and after photo below is just with acrylic, and you can see that it lost any chance of matching the texture of their professional airbrushing. But, with the help of some covergirl brown eye shadow and some bare minerals powder concealer, not only did the color improve, but also the texture and edges. Now, it is very hard to tell that he didn't arrive that way (unless you look at my terrible eyebrows haha).
So, to sum it all up: I bought on ebay and repainted the Winter Soldier Hot Toys head, I bought a $20 body from ebay that worked nicely, bought some Iron Man hands from monkeydepot and painted them silver, and bought all of the clothing and accessories from monkeydepot as well...some of those had to be changed to different colors using fabric paint (sure, dying would look and movie better, but I'm lazy and will do anything to save time and money...don't look too closely at the coloring though; especially on the jacket and backpack).
